Lamu Archipelago
Objective 1: To develop a management plan for mangroves in Lamu Archipelago.
Actions:
- Promote participatory community management including education and awareness.
- Community-based restoration/natural regeneration.
- Preparation of a management plan for the area.
- Establish a mangrove-working group in Lamu district (multi-stakeholder including communities).
- Conduct survey of mangroves and compile inventory and preparation of mangrove vegetation map.
- Develop best practice guidelines.
Objectives 2: Effective management of fisheries, including access regulation in Lamu area.
Actions:
- Develop a management plan for fisheries in Lamu including local regulations
- Conduct research to support development of management plans
- Build up fisheries monitoring capacity - promote monitoring of fish stocks
- Develop site-specific and species-specific management plans for sustainable use and protection of nurseries
- Promote community support systems through micro-credit support for small-scale fishing - to acquire appropriate fishing gear
- Capacity building and empowerment of fisheries groups
- Review fisheries policy
- Establish management committee and conflict resolution mechanisms to mediate conflicts
Objectives 3: Reduce demand & seek alternatives to local use of resources (fish, mangroves, coral reefs).
Actions:
- Sensitization of communities as to impacts of current levels of use
- Alternatives identification (medicines)
- Enforcement including community-based enforcement
Objectives 4: Exclude detrimental fishing methods from known dugong feeding areas
Actions:
- Identify dugong habitats and establish population status and recommend community fishing areas.
- Develop conservation and management plan for dugongs - to be included in Fisheries Act.
- Education/awareness
- Research and monitoring
- Establish closed areas for fishing in dugong areas.
- Strengthen enforcement of existing protective legislation
Objectives 5: To reduce greenhouse gases through international agreements like Kyoto Protocol.
Actions:
- To raise international awareness about the effects of greenhouse gases in Lamu.
- Lobby Kenyan government to liaise with other concerned countries.
- Restoration of corals affected by bleaching.
- Create carbon sinks through agroforestry and mangrove planting.

Objectives 1: Promote sustainable tourism for Watamu and Malindi
Actions:
- Carry out a feasibility study to identify appropriate eco-tourism activities
- Develop site specific eco-tourism programmes for Malindi and Watamu areas by 2005
- Diversification of tourism options to relieve pressure on reefs.
- Education and awareness to tourism stakeholders.
Objective 2: Reduce sediment fluxes from rivers by promoting good land use practices in river basins.
Actions:
- Develop river basin management plan for all major rivers in Kenya.
- Promote good environmental practices among land users along river basin
- Develop guidelines on accreted lands on riverbanks.
- Assessment of the extent of sedimentation problem to inform management

- Coordinate and continue monitoring (nests and hatchlings, tagging, telemetry studies) and harmonize information gathering process

- Review management approaches (current management not conducive to local participation) to empower communities to develop and implement self-regulatory mechanisms

- Community education and awareness on conservation and wise use of the resource

Enabling Environment Objectives for Kenya
Objectives 1: Awareness creation to provide catalytic effect for achieving EAME objectives in Kenya
Actions:
- Identify stakeholders in target groups
