National Action Plan for Kenya

Geographic focus

Lamu Archipelago

Objective 1: To develop a management plan for mangroves in Lamu Archipelago.

Lamu Archipelago - WWFActions:

    1. Promote participatory community management including education and awareness.
    2. Community-based restoration/natural regeneration.
    3. Preparation of a management plan for the area.
    4. Establish a mangrove-working group in Lamu district (multi-stakeholder including communities).
    5. Conduct survey of mangroves and compile inventory and preparation of mangrove vegetation map.
    6. Develop best practice guidelines.

Objectives 2: Effective management of fisheries, including access regulation in Lamu area.

Actions:

    1. Develop a management plan for fisheries in Lamu including local regulations
    2. Conduct research to support development of management plans
    3. Build up fisheries monitoring capacity - promote monitoring of fish stocks
    4. Develop site-specific and species-specific management plans for sustainable use and protection of nurseries
    5. Promote community support systems through micro-credit support for small-scale fishing - to acquire appropriate fishing gear
    6. Capacity building and empowerment of fisheries groups
    7. Review fisheries policy
    8. Establish management committee and conflict resolution mechanisms to mediate conflicts

Objectives 3: Reduce demand & seek alternatives to local use of resources (fish, mangroves, coral reefs).

Actions:

    1. Sensitization of communities as to impacts of current levels of use
    2. Alternatives identification (medicines)
    3. Enforcement including community-based enforcement

Objectives 4: Exclude detrimental fishing methods from known dugong feeding areas

Actions:

    1. Identify dugong habitats and establish population status and recommend community fishing areas.
    2. Develop conservation and management plan for dugongs - to be included in Fisheries Act.
    3. Education/awareness
    4. Research and monitoring
    5. Establish closed areas for fishing in dugong areas.
    6. Strengthen enforcement of existing protective legislation

Objectives 5: To reduce greenhouse gases through international agreements like Kyoto Protocol.

Actions:

    1. To raise international awareness about the effects of greenhouse gases in Lamu.
    2. Lobby Kenyan government to liaise with other concerned countries.
    3. Restoration of corals affected by bleaching.
    4. Create carbon sinks through agroforestry and mangrove planting.

Mida-Creek Malindi

Objectives 1: Promote sustainable tourism for Watamu and Malindi

Mida Creek-Malindi - WWFActions:

    1. Carry out a feasibility study to identify appropriate eco-tourism activities
    2. Develop site specific eco-tourism programmes for Malindi and Watamu areas by 2005
    3. Diversification of tourism options to relieve pressure on reefs.
    4. Education and awareness to tourism stakeholders.

Objective 2: Reduce sediment fluxes from rivers by promoting good land use practices in river basins.

Actions:

    1. Develop river basin management plan for all major rivers in Kenya.
    2. Promote good environmental practices among land users along river basin
    3. Develop guidelines on accreted lands on riverbanks.
    4. Assessment of the extent of sedimentation problem to inform management

    2. Create incentives to promote patrol and monitoring of marine turtle nesting sites
    3. Support implementation of marine turtle recovery strategy
    4. Implement the IOSEA Marine Turtle Memorandum of Understanding
    5. Coordinate and continue monitoring (nests and hatchlings, tagging, telemetry studies) and harmonize information gathering process

Tana River Delta

Objectives 1: Develop policy for wetlands conservation

Tana River Delta - WWFActions:

    1. Review the draft wetlands policy
    2. Facilitate the adoption and publication of the policy
    3. Facilitate development & Production of guidelines, rules and regulations
    4. Publicize and raise stakeholder awareness on the draft policy

 

Objectives 2: Declaration of Tana Delta as Ramsar site

Actions:

    1. Collection and collating of baseline data on all key resources in the delta and identification of management challenges
    2. Decide on size of the site to be declared under RAMSAR (Stakeholder Process).
    3. Support and facilitate the government endorsement process.

Objectives 3: Initiate a community based management programme for Tana Delta

Actions:

    1. CBO Capacity building at Tana Delta
    2. Development of an Integrated Management Plan for Tana Delta
    3. Develop codes of conduct for different user groups
    4. Working groups established.
    5. Formalize community based management system for wetlands.

Objectives 4: Promote sustainable livelihood options.

Actions:

    1. Assess sustainable livelihood options
    2. Support initiative for development of sanctuary within the Delta
    3. Support implementation of viable livelihood options (income generating)
    4. Support to formal education for younger generations (boys and girls)
    5. Establishment of Trust Fund for TD
    6. Develop micro-financing mechanisms

Objectives 1: To regulate marine resources use.

Msambweni-Diani - WWFActions:

    1. Review management approaches (current management not conducive to local participation) to empower communities to develop and implement self-regulatory mechanisms
    2. Provide support to communities for improved fishing methods - technical, equipment support, and micro-credit
    3. Benefit sharing for communities from conservation initiatives
    4. Community education and awareness on conservation and wise use of the resource

Objectives 2: To regulate mangrove cutting and illegal export

Actions:

    1. Community empowerment in forest management including protection of mangroves against migrant cutters
    2. Increase Forest Department capacity for enforcement including support to community-based protection
    3. Complete a management plan
    4. Establish a mangrove working group (multi-stakeholder including communities)
    5. Conduct survey of mangroves and compile inventory and preparation of mangrove vegetation map
    6. Develop best practice guidelines
    7. Promote participatory community management including education and awareness
    8. Community-based restoration/natural regeneration

Objectives 3: To ensure environmentally-friendly extraction methods and benefits of mining to local communities

Actions:

    1. Advocacy for a review of the Mines and Geology policy
    2. Support stakeholders to participate in EIA/SIA of mining projects
    3. Develop guidelines for benefit sharing from mining activities

Enabling Environment Objectives for Kenya

Objectives 1: Awareness creation to provide catalytic effect for achieving EAME objectives in Kenya

Actions:

    1. Identify stakeholders in target groups
    2. Identify the gaps in knowledge and understanding of critical marine issues in target groups
    3. Develop a 4-5 year program which includes monitoring and the items hereunder
    4. Organize field visits
    5. Produce awareness materials: videos, brochures, posters, workshops, and radio and TV programs
    6. Organize events for information exchange
    7. Exchange program for the communities

Objectives 2: Cooperative governance - support and facilitate debate

Actions:

    1. Convening debating workshops of stakeholders on critical marine issues where cooperative governance is needed.
    2. Agree on pilot activities / enterprises
    3. Stakeholders develop strategic framework and action plan around key issues, and support them with working groups

Objectives 3: PRSP Lobbying

Actions:

    1. Policy: National Environmental Council (NEC) to develop policy inputs to PRSP and use NEMA as an entry point to government
    2. NEMA to be asked to take up NEC policy inputs to PRSP on behalf of NEC
    3. Implementation: Support, facilitate, and motivate
    4. Conflict resolution by NEC as an informal initiative
    5. NEC to take up advisory responsibility for policy implementation
